The 5th Annual Best on the Block Awards, West Sacramento's home and business curb-side improvement program, were presented at the City Council Meeting last night. Stephanie Reynolds, winner of the first place award for the residential large improvement category, shows off her over-sized check in the amount of $1250.

What a great idea to provide incentive, instead of just punishment, to clean up a property.
